Submit a Complaint

If you wish to submit a complaint to the Registrar that concerns the operation of the International Registry please click the link below and submit your complaint directly. You should note that Section 8.2 of the Regulations states that: "A matter concerns the operation of the International Registry when the matter relates to the general procedures and policies of the International Registry and does not involve specific adjudication by the Registrar or Supervisory Authority".

If within 30 calendar days of making the complaint the person does not consider that the matter has been or is being satisfactorily addressed by the Registrar, that person may submit the complaint to the Supervisory Authority (with a copy to the Registrar) for further consideration. Submission of the complaint to the Supervisory Authority shall be made stating the full facts of the case either by email to LEB@icao.int or by letter or facsimile to: ICAO, Supervisory Authority of the International Registry, c/o Legal Bureau, 999 University St., Montreal, Quebec, Canada, H3C 5H7, Fax: +1 (514) 954-8032.
